How Low-Cost Spay and Neuter Programs Are Reducing Pet Overpopulation in Montgomery County

Lone Star Animal Welfare League (LSAWL), a nonprofit serving Montgomery County since 2004, is calling on the community to support its low-cost spay and neuter program that prevents unwanted litters, reduces shelter intake, and improves animal health across the region before animals ever enter the rescue system.
Over the past two decades, LSAWL has helped sterilize approximately 12,000 dogs and cats. The organization now provides subsidized services through trusted veterinary partners, making essential care accessible to pet owners who might otherwise be unable to afford it.
Spay and neuter is widely recognized as the most effective way to reduce stray populations and prevent animals from entering overcrowded shelters. Unlike emergency rescues that address individual cases, prevention stops suffering before it begins.
“Spay and neuter prevents litters of puppies from being born only to be dumped in the streets or taken to overcrowded shelters,” said Laura McConnell, founder of Lone Star Animal Welfare League. “It may not be as visible as an emergency rescue, but it has the greatest long-term impact.”
Under LSAWL’s current program, eligible pet owners pay a portion of the cost while the organization subsidizes the remainder, enabling access to surgery, vaccinations, and microchipping at a significantly reduced price. Clients pay $125 while LSAWL covers an additional $80–$100 per animal.
Recent media coverage generated approximately $2,000 in donations, allowing LSAWL to subsidize spay and neuter services for about 20 additional animals. However, demand continues to exceed available funding. At current subsidy levels, approximately every $100 donated enables one dog or cat to receive life-changing sterilization services, preventing future litters and reducing long-term shelter strain.
Transportation barriers and limited access to affordable veterinary care remain significant challenges in Texas communities such as New Caney, Porter, Splendora, and Cleveland, where many families rely on assistance programs to care for their pets. With demand increasing and transportation barriers limiting access to care, sustained community support is essential to keep the program operating at current capacity.
Through collaboration with the Montgomery County Spay Neuter Alliance, LSAWL helps coordinate expanded access to affordable sterilization services across the region.
Beyond spay and neuter services, LSAWL also supports the community through programs that assist residents who find stray animals, provide microchipping to reunite lost pets with families, and operate a senior pet food pantry serving approximately 35-40 households each month.
